I did some extensive testing last night and found CripplingShot to work effectively most of the time in PvE, didn't test in PvP.
The problems I saw were from lag and animation problems (usually the critter was already closer to me but it LOOKED farther away and hence the LOOK of no decrease in the speed), but on almost all occasions I got about double the amount of shots fired with CripplingShot (used on first or second hit helps fight the lag problem).

PvP'd last night in a group, it seemed to slow down forcerunners but still faster than running. Great skill though, wish carbineer had an innate root though.

crippling shot owns, you can make a template to keep people permanently rooted or snared FYI
Can't be an exploit if it's working as intended i guess... Ill have them nerfing roots and snares is no time

It works great too. I always start off with crippling shot on critters with no ranged attack. It sticks almost 80% of the time and seems to cut the animals movemet speed significantly. Sometimes you do get the +SNARED+ and the animal does not appear to slow at all, but it doesn't not happen often.

I used this last night on a Jedi since I have never been able to get stopping shot to stick on a Jedi. Allowed me to get out of the range of there saber and hit them with leg shot and critical shot.
