FS Melee Speed, it's true -- is giving both melee speed andranged speed bonuses.
My testing format earlier consisted of the following:
My friend just recently Mastered Carbineer, and is a Master Carbineer/Master Heavy Swordsman/MBrawler. He used his free unlock on FS Melee Speed, and today finally finished Carbineer.
I gave him my +25 in tapes to test the speed out, so he was at +85 Carbine speed....and...
...voila, hitting Cripple Shot every 1.0 second using a Damage Sliced Krayt Laser, speed was at 3.8
Then tested with a carbine which had a speed of 4.7, and was still at speedcap, hitting with Cripple Shot every 1.0 second.
Then tested with several Pistoleers/Rifleman on Eclipse, using combinations of with, and without tapes to test their speeds, and the fact they already had the +12 from the FS Melee Speed line.
Both types of templates were hitting speedcap. The Rifleman hitting SS2 every second (with FS Melee Speed, no FS Ranged Speed, and no tapes/PUP's on.) The pistoleers had +10 speed on, giving them +84, and also had +12 FS Melee Speed. They were also hitting speedcap with Stopping Shot/Last Ditch.
We tested with a variety of rifles/pistols. Varying speed types etc etc.
I post this because I know there are many Carbineer/Swordsman or Carbineer/Melee templates out there, and for the fact I wanna bring it up because...Ranged Speed is broken, but FS Melee is giving both skills.
checked Rifleman forum, they've confirmed this type of testing also. still searching if any Pistoleer tests took place on their boards

Yeah it definitely works.
I'm currently using +6 from the trees (and +25 in SEAs) to speedcap a 3.8 Laser Carbine that got a 35% damage slice. It's great.

I picked up melee speed myself, its just gonna hurt when they fix it and I'll have to grind out ranged speed all over again.

Didn't see a link to that in any of the FAQ's about it, so who knew. Never hurts to have others confirming the same tests...but that's just my thoughts.

Is there any solid information if at least the FS ranged accuracy is working as intended ? :/

I don't know, but since I'm also a Commando, I frequent their forums.
There have been several Commandos that took the FS Range Speed tree and they had no difference in performance and ROF. They were mad, let's just say.
