What is carbine aiming exactly? What does it help if I can find a CA/AA for it?

When using the /aim command with a carbine, it ups your accuracy but not really worth using with the delay.

Well that is the theory but I have not seen a single reproducible test to confirm that Carbine Aiming works with the /aim command to improve Accuracy.
At the same time I haven't seen any evidence that it is broken either

It's completely worth using to DOT a Fencer on pie or something like that.

/aim works, just try it with a weapon with horrible accuracy and you'll see it works

You didn't read what I wrote.....I know /aim works but the question is does the Carbine Aiming skill mod and SEA's help that command or some other mystery command or no help at all.
