To make sure everyone knows... when a skill tape has two modifiers on it, only the mod with the highest +value takes effect. If two mods have the same +value, only the first one takes effect. So the first tape won't grant you any carbine speed, only defense vs. blind (which isn't bad to have at all).

No. You can only get one skill mod per attachment. With no previous attachments on what you are putting it on, youget the highest skill mod. If there are more than one skill mods with the highest value, you get the one listed closest to the top. If there is allready an attachment on the article of clothing or armor, you can place another one on there, provided there are available sockets. If the 1st attachment does not have the skill mod that the second attachment has, the same rules as I stated above apply. If the 1st attachment does have the same skill mod, the 2nd attachment will NOT stack with the 1st. Also, if there are 2 skill mods on the 2nd, and one of them is allready on the article of clothing or armor, it will not stick, thus the 2nd skill mod from the 2nd attachment will be the one that sticks.
For example, take your Def vs. Blind +3, Carbine Speed +2:
If you drop it on something that has no other attachments, you will get the highest value, wich is Def vs. Blind +3.
If the article allready has Def vs. Blind on it, you will get the Carbine Speed +2, resulting in the Def vs. Blind from the 1st attachment, and Carbine Speed +2 from the 2nd.
One thing I'm still uncertain about is whether or not you need to have more than Def vs. Blind +3 to void the skill mod on your attachment. I have heard that all you need is a +1, but others say you need to have more than the value on the 2nd attachment to void it. I'll let you know, as I'm abou tto try this out for myself. (I have a Camo +2, Carb Spd +2 and a Camo +1, hoping to unlock the Carb Spd)

P.S. I wasn't serious about selling my belt. I was joking around. (And as soon as I make Veteran status, I won't have to do these silly little "P.S." posts lol)

It will if you drop a Def vs Blind tape on before you drop that tape on.
