I am curently a masterdoc/master sword scout 1000

I want to keep my master doc title -- and sword is nice for pve -- but pvp it is lacking.

Is carbine a good middle ground for pvp / pve I want to keep Master Doctor.

Getting a good carbine is not a problem as I am a Krayt tissue dealer -- and have tons (some max 125's)

I have carbine speed tapes totaling 22, carbine acuracy totaling 8 (I collect all skill tapes to)

Is carbine a good pvp class ? Master Carbine/ Master doc -- 22 in carbine speed and I will max out accuracy to with some high end non dot carbines?

Krayt tissues won't help much with damage, though they will go a long way towards getting the speed down on more powerful carbines.

Carbines are actually worse than Swords in PvP, you've got a little edge with states, but you're going to miss the level of damage you can inflict with swords. Plus we are an Action focused profession and our best Action directed attack, LegShot3, is busted. We've got somegreat cone attacks andmultiple poolattacksand the only Cone effect multitarget KD in the ranged professions, so we're not without our role to play, but we're not the PvE machine that Swordsman is, nor are we a very powerful PvP profession as a standalone. Also, we have three damage types, Acid, Heat and Energy, which are easily resisted by the best composite armors almost to the point of being helpless in PvP. 80% or better composite and synthsteak could easily put you in a position of doing no damage at all to your opponent.

+22 speed will give you +82 Speed at Master, which should let you cap our best attack, CripplingShot, with carbines in the mid 3 secondspeed range, give or take, though some slower Lasers and DXR-6's will still have a perceptable delay.

The current belief among Carbineers is that Accuracy while Moving is the key skill to enhance. Since a Carbineer that stands stilland fights is often a dead one.

Actually you need a 2.2 speed weapon to cap our slowest Specials.....but that is tons better than being at +60 Carbine Speed

With the current state of the game, it is hard to recommend anything but Rifleman as a ranged prof....
