I've been wanting to know about this too. SOJ, I know you probably have these numbers, can you post them please?

You can get this information in about 5 minutes.

First, pick a weapon you want to test with, and something you can shoot at for a while (a lowbie mission and a CDEF might be a good choice). You probably want to log the process, but it's not necessary. Make sure to turn on your timestamp (the option is in the 'chat' tab in your options menu).

1) Calculate base delay

Fire on your target with your selected weapon using autofire. You want at least 11 shots, without stopping, although more is better. When you're done, look at the timestamp of when you started and when you stopped. Note the difference. Count the number of shots. Now, divide the difference by (number of shots - 1). You subtract one because what you're interested in are the intervals (IOW, you need 2 shots for 1 delay). This is your base delay, in seconds.

2) Calculate specials delay

Repeat the above process, except chain specials together (the one you're interested in) instead of autofire. Note the begin/end times and do the same division process. This is your delay using the special in question.

3) Calculate specials ratio

Divide the specials delay by the base delay. This gives you the special move delay mod of that particular move. Use a little social engineering - i.e., the devs probably chose 'nice' numbers, either integers or multiplers of 0.5.
