Aparently, speed "caps" at about 130. There is no real cap, the effects of anything more are miniscus.

What's the Cap for Carbine Speed? I have a Carbine Speed of 50 in my skills, and I have a +7 Carbine Speed AA, and I want to know if it is even going to work before I use it. Thanks.

There is no cap on speed (apart from the +25 from SEAs), so you can have well over 100. However, you will reach the point of diminishing returns, once you get a high speed, adding more speed won't increase your attack rate as much as it did when you were say 50. But at 50 speed you can happily get a boost upto 100 without hitting the diminishing returns too much. After 100 you start to notice it.
