I have the same template as TheWhiteKnight: Master Rifleman/Master Swordsman/Master Brawler with some medic.
The comments I would make on your suggested template is that you will probably be disappointed with the Rifleman side of it. You pickup all the accuracy, you get Mindshot2, Headshot3, Supriseshot, and Snipershot with that build. However, they have so severely nerfed bleeds, that they are not that useful at the moment. When I leveled before hte bleed nerf, you could stack 4 bleeds. You could easily average over 4k bleeds doing that. Now, you get 1 bleed running, and it is reduced by armor and resists now. You will probably not even see even a 1k bleed any more. In PvP, it is even less. Figure on a 100 - 200 at best.
Headshot3 is a good shot, but its costs on your own mind are enormous. You will not be using it unbuffed (mind)or without muon or mind foods that enhance focus.
Surpriseshot is not used that much and is supposed to require you being under cover, which also is not used much.
Snipershot is a definite plus, but only for PvP, and if your primary means of killing people ends up being the Sword, what do you need a ranged DB for?
The real problem, however, is that you do not have any of the Rifle Special Abiities boxes, meaning you are shooting at Novice level speeds. Using a 7 second T21, that Headshot3 is going to take 9.8 seconds per shot. Using a speed sliced Laser you may be able to get down to 7.7 seconds per shot. Using a Jawa or E11, you can probably get in the neighborhood of 5.6 second per shot. You can improve on those with a speed slice and speed powerup, but then you are sacrificing a lot of damage in doing so.
You also get none of the defensive bonuses or ranged mitigation that come from Rifle. Rifle is simply not a dabbler's profession.
The Doc is good in that you can always buff yourself, and heal state effects, but you will not be using the rifle much with that build. But if you go that route, you may want to consider Rifles 0-0-0-4 instead. That would give you all the speed bonuses, except for the boost at Master. With that build you could fire Headshot2 (slightly less damage, but faster and using a lot less HAM) with that T21 at 3.8, the Laser at 3, and the Jawa or E11 around 2.2 seconds per shot. Of course this gives you Flurryshot1 and Flurryshot2 both of which dizzy and the latter is area effect. Alternatively, you could go Rifles 2-0-0-2 and get some additional speed, some additional accuracy, plus Mindshot2, Headshot3, and Flurryshot1.
But to be really satisfied with the Rifleman side, you really need to master it.

With +25 Wound Treatment clothes 0440 doc can buff master doc level buffs. My best buffs have been around 3k, so they are not bad at all. And if you make a big custom order, you don't have to worry about finding buffs packs for many weeks or months.
Master Carbineer, 4004 CM, and 4030 Doctor? You'd have the ability to heal all states(poison and disease) plus apply poisons/diseases to help make killing your opponent quicker.
