Well first it is a lot more than 20 or so points to get 0400 BH, so you better have the points for it
The pure offensive template takes BH Carbs and the defensive template uses SEA's.....but you really need to go one or the other to be even the least bit effective with Carbineer.

BH Carbineer moves like Confusion shot, which applies 2 or 3 states to the target, including dizzy, and Fire KD are good. It is funny watching you KD someone and land a Dizzy . Watching them try to get up and fall is hillarious.

First off: carbineer does not suck. A good carbineer can very quietly dominatea battlefield. It's a matter of knowing your strengths and sticking to them.
On to the question: Is it worth it to pick up BH carbine skill mods/specials...and speed? Absolutely. Anytime you can cap your speed (or nearly cap your speed) w/o tapes and attachments, you're doing well. The special attacks work and they work well.
Is it absolutely necessary? No. The speed and accuracy bonuses definitely help, but there's another carbineer in my PA that has a melee profession as his second and he's just as effective at range. As a MBH, I can I shoot faster and more accurately and I have nice specials he doesnt, but he does well without them.
I say go for it. If you're serious about using the carbine in combat, pick up BH carbines for the speed and accuracy alone.

I'm Carbineer, I want to be Carbineer, I intend to be Carbineer and I don't give a flying f*** HOW much it sucks!
My question: Is it really worth the points to get BH specials/skill mods?
I could do alot with those 20-ish skill points if it really isn't worth it.
I'm probably gonna do a FS hybrid with the speed bonuses + a few skill tapes here and there so is the specials you get (lots of Dizzy and knockdowns it seems) and the skill mods (accuracy + speed) really worth the points?

I just recently picked up Novice Carbineer to add to my MBH/Master Pistoleer skills. Confusion Shot and FireKD are a lot of fun, and with a good carbine you can do some damage too. Though with the template I have right now, I miss a good Health Pool attack, but it's good for getting a lot of states on your target, and do it fast.

carbineers DOES NOT suck, the only ones who say that are the ones who are expecting for some "I win" button while there's none in carbines.
I'd say it's necessary to pickup BH carbines, and it's not necessary to pickup master carbineers (save some skill points for pistols/rifles defenses, or some medic).
I have to say, I focused on single attacks (left all aoe/cone ones) so I do suck for PvE, but PvP actually got quite funny.

i actually just *dropped* bounty hunter for the skill points to go Master Combat Medic / Master Carbiner.
everyone thinks of rifles with combat medic, but i am mostly a PvE player so a good stack of action poisons combined with a nice carbine will get the trick done quite nicely.
from reading the above responses it is clear that no matter what you deside to combine your carbine skills with, played correctly you will do quite well for yourself.
