How many times does it stack? You need 4 for a E-11 Mark II Carbine (the best PvP carbine)
I used some smaller tissues i had with good damage to see how things worked out a bit as i got a good relationship with my smith. To get both max sac at 73 and max damage with the experimentation points needed to keep the low sac it would take a tissue with about 280 max damage. Mem uses the best resorces around his powerhandlers are closer to perfict than i thought possable. You cant get both max damage and low sac. I say pick one and see how good the other turns out. Then get more tissues and do the opposite.

yes. when he hits damage capmake sure the WS spends the remainder in SAC until 73 and then move to something else.
As a 12pt FS MWS let me just help you out a little since I'd hate to see those tissues wasted....
First off, when the WS makes your ABPH's have him invest the points into SAC until it reaches -8, should take 9 exp points depending on success. The remaining 3 pts should go into speed. If he gets an amazing on the SAC he may be able to hit -8 in 8 pts and put 4 pts into speed.
Second. If you can find a smith that has pre-curb comps have them use a pre-curb Stock on your carbine, it won't have any damage mods like the pre-curb Imp stocks, but it will have -20 SAC allowing him to put more points into damage in the final combine while still keeping an extremely low SAC.
Third, I'm assuming the ABRB and the scope will also be pre-curb, if not find a smith that has them and go to him or purchase the comps from him if he's willing. Short of the ABPH's everything else put into this weapon should be pre-curb.
fourth, on the final combine have him max out Damage first. It will probably take about 10-11pts but he should be able to calculate out what the stats will be within a few points. After Damage is maxed or close to it, then the rest of the points should be put into SAC.
This should yeild the highest damage/sac for the weapon while maintaining reasonable speeds.
1 - you exp SAC on the ABPH because the main stats to be concerned with are Damage/SAC, speed is typically of little concern. The return per point is much higher for SAC than it will be fore points invested into damage which yeild very little return on the investment.
2 - Imp stock vs pre-curb stock is really a preference issue, but with those tissues I do not think you will needed the boost to damage, instead you will probably cap damage as it is with those tissues, and you will be benefited much more by using a stock that will reduce your SAC significantly. The speed on the imp stock is negligable so I wouldn't even consider that in the equation (it shows as -.5 speed, but in reality in the final weapons it translates into a mere -.05 which won't really even be noticed).
3 - pre-curb components have a much higher damage to sac ratio than anything that can currently be crafted even with perfect resources.
4 - again this is kind of up to preference, but I find that it's much more important to hit your target "harder", especially in PvP than it is to spam constant shots. If you setup your base ranged attack as your default it gives you an attack with little to no SAC cost to use while your action regens slightly making you do more overall DPS.
Hope that info helps and I've love to see the finished product, it's a shame your not on my server as i would craft it for you just so i could see the stats those tissues would allow

P.S. - the number in the corner of the tissues is how many are in the set so if a number '4' is there then you have a set of '4' tissues. Also I'm assuming your smith knows this already but if he is unable to use the last tissue in the set after they are unstacked (should always be unstacked prior to being put in the factory) then if he simply drops it in his house and then picks it back up he will then be able to use it. If you do not unstack the tissues then they will all be counted as a single tissues and only 1 item will be made.
