That's tough, you're going to have to pick and choose well. At limited amount of SPs you need to start relying on awesome weapons/gear to help compensate for it.

After you get all that in and get the novice carbineer box you will have 13 points. You will have enough points for 0003. Which will give you fullautoarea2 (AE Dizzy/Blind/Stun) and chargeshot1 (single target KD) keeping in mind that you will have to use marksman speed and accuracy mods. Only people you will really be effective against are other defenceless PvP templates such as yourself and you will be likely only getting a shot off every 3-4 seconds.
If you have nothing better to spend the skill points on then this might be an option, however i think they might be better spent on some doc since you wouldn't need to burn 14 points on the marksman carbine tree and 6 nov carbineer box, and you would have enough for a full tree and then 13 more points. Removing states would probably help alot more than applying them, since you could also heal poison/disease.
However if Business 3 was optional you could take 4204 Carbineer. You would have the speed mods from 4000 and some slight acc mods of 0200 plus the specials you were looking for. Chargeshot2 (AE KD) and FullautoArea2 (AE Dizzy) plus the capabilities to fire them at or near the speed cap (albiet you need a fast carbine, skill tapes and FS speed mods) plus some acc to help you actually land some hits.
