hello. can anyone tell me how counterattack works in the game? pvp and pve?

does it only apply when a carbine is equipped?

also, does anyone know how it compares to the pistoleer dodge mods?

any input is greatly appreciated. thanks

I counterattack a decent amount in PVP, but still not enough to justify it not having a built in auto attack.
