As a master carbineer, I share your fervor but a flood of reports will likely be deleted and unread if their team is small. Given that they thought chargeshot2 was working, they simply don't see the game as we do and they have significant quality problems. If the issues we talk about haven't been noticed inonly the10 months(betaincluded) that I've experienced with SWG, I'm not sure that they ever will.
Thunderheart has stated that their priority is towork on things that affect the largest population. With the exodus from carbineer that people describe, it's probably best to drop it. If there was a large number of people flocking to it and a large number of people were unhappy (like Jedi), then it is more likely that something will be done.
Historically, dropping professions in protest or threats of leaving the game have no effect. Look at pikemen, there are fewer of them than there are Jedi. They have had it worse for just as long and they are finally getting a simple numeric correction to their weapons, which is probably far less labor intensive that actually fixing broken skills.
