I'm curious what the best place to hunt for these are. Also what is the best place for loot kit items? Oh.... One more question, How should I go about using my schematic for Enchanced E-11 Carbine? What are the best things I can get to make it?

Skill tapes and loot kit parts have as much chance to drop from any decent humanoid (3k ish and up i guess).
There is no mob that drops em more frequently, or drops a certain kind. its all random.
If you want to make a great enhanced e11, do the imp themepark and hope for form fitting stocks. they are great. apart from that a nice krayt tissue wouldn't go amiss.

I did the quest but I didn't get a form fitting stock... Just some scope. Is there a way I can do the themepark again?

If you have not completed the Theme park, I believe you can reset it once. There should be an NPC who can do that in the Imperial Retreat.
I know a friend of mine has picked up a pair of Scythe schematics via this method with the planetary reset NPC.

Faction theme parks can't be reset
And you can do Aa'kuan missions on Talus with a solo/at-st group, they drop +1-6 SEA's
