Duels are usually when I resort to my meager hand-to-hand skills ^/^
But seriously, carbines can be useful in duels, but when going up against a pistoleer you'll probably meet very stiff resistance (I'm assuming your opponent will be of similar combat skill levels), though I rifleman might be a better opponent. However, going up against a Commando or Bounty Hunter, you're going to be in some serious trouble.
Oh, and one more thing. Make sure your Carbine has some armor piercing abilities, since most people will bust out the armor for dueling and PvP while in PvE they may leave it at home. Otherwise, you're going to be doing very little damage while those **edit** BH's EyeShot you to death
