I've been trying to figure this out and i can't realy seem to find the difference in game, but does anyone know the answer to this.

Here is the scenario:

Your special has a speed modifier of 2x. You have 50 carbine speed and are using a 2.0 speed weapon. Your carbine fires at a speed of 1 with your mods, and using the special should fire at 2.0. If you have a carbine thats say, 1.0 speed to start with (purely hypothetical), your speed mod takes it to .5. Now, if you use that same special with the 2x modifier, is that special going to go by the 1second speed cap and fire every 2 seconds also, or is it going to use the true speed and fire every 1 second? Anyone know this with some proof to back it up maybe?

The cap is applied after the specials mod. In your example, the 1.0s base carbine will also fire the special at 1.0s. As for proof, I do this every day with my character.

Does anyone know what the speed mods are to all of the carbineer moves? I've been looking but can't seem to find it with a search.
