I have problems to fit all combat commands on one toolbar pane. I manage now but it will be harder when I get more specials (only got scattershot1, legshot3 and soon special abilities).
How have you organized your toolbar? Are you using only 1 toolbar for all combat commands or do you switch pane? I think it is hard to switch toolbars when in combat but maybe it is something I can get used to (but I know I would use the wrong toolbar). But I am considering having some on another toolbar, for example posture changes or weapon switch. Could perhaps use a macro that switch weapon and then switch back to combat toolbar.
One thing I have recently discovered is that you can rebind keys to macros. So I have moved my "Pet Attack" and "Pet Guard" macros to keys instead (ctrl-A/Ctrl-Z). This has freed two slots :-)
Maybe it is just mw who want to have everyting possible on one toolbar. I currenly use posture changes (sit, kneel, prone), burst run, specials, heal, peace and weapons switch (grenade, Laser carb, DRX)
I use both rows. I have put the area attack on shift+Fkey and the single target on fn-key. For example F8=ActionShot1 Shift+F8=ActionShot2

well... you can make some macros for combo you always seem to use. i like to stack actionshot1 and 2, so i've combined them to apply two bleeds. and if i'm using fullautoarea2, i might as well throw in a wildshot2 while i'm at it. then i have legshot2, scattershot2, chargeshot1 and crippleshot in their keys. those are the only skills i use. everything on the function bar is like /healself, /heal target, /tellpet attack, /burstrun;/peace... etc...

Stacking AS1 and As23 seems dangerous. AS2 is area so you might pull some you don't want to. I made that mistake yesterday :-)

Getting a good stack on actionshot bleeds is the best. I can occasionally land 700~800 pt bleeds on a target and then only have to warningshot kite or chargeshot spam them until they bleed to death.

I have done some rearrangements on my toolbar/keys. Done a couple of things to free up keys/toolbars:
a) Moved weapon switch to another toolbar. I have this on Toolbar 2. I put a macro on F2 to switch to DRX which equips that weapon and then switch back to my combat toolbar (1). Also have done the same for equipping my Laser Carbine and EE3.
b) Removed "pet attack", "pet guard" and "loot" from toolbar and assigned those to keys (use Ctrl-A: attack, Ctrl-Z Guard and Ctrl-X for loot). Might make a macro for standard "Initiate attack" (usually AS1 followed by something else) and put that on another Ctrl key in the sam region on the keyboard. This makes those commands very quick and easy to attack.
c) Changed where I put posture change command. I had Kneel on F2 and prone on F3. I have now moved those to sh-F2, sh-F3 since I donät need to hit them that fast (If I kneel/prone I usually do that before I initiate combat), Stand is still on F1 sincce you need to do that fast.
I now have pleny of space left. This is my setup:
F1-Stand, F2-Warningshot, F3-Peace, F4-burst run, F5-legshot2, F6-FS2, F7-PointblankSingle, F8-AS1, F9 Scattershot1, F12-heal
Shifted:
F1- Throw grenade, F2-kneel, F5-Legshot3, F6- FullautoArea1, F7-PointblankArea, F8-AS2, F12-maskscent (not needed here actually and will move that away when I need more space)
I will maybe change some settings when I get new skills. The order of the specials is maybe not the most logical order but I have been using that setup for a while and got used to it. I have moved some stuff already and this sometimes cause problems. I had heal on F9 before and now it is Scattershot. I have already started a new attack by mistake doing Sacttershot instead of heal :-). Not the wisest thing to do when you want to heal.
