is a dh17 carbinee with 1.0 speed 78-153 dmg good ( with powerup and speedslice) ?

That is good, not great but good.
Speed of a weapon is different for each person and their skill mod too, so hard to tell you that one.

i am a master carbineer with master marksman, so how fast will i fire.. lets say crippleshot

With just Master Carbineer of +60 Carbine Speed you fire our slowest shots, CrippleShot, FAA2, BurstShot2, etc. at the Weapon Speed. So you are capped before even counting Master Marksman with this weapon.
That makes the weapon good, but the damage holds it back from being great.
