Your best bet would be either an Elite or an E11.

The Elite carbine takes 5 identical enhancers, and is a CL54 weapon. This is good in case you dont want to master carbineer

The E11 carbine takes 4 identical enhancers, and is a Master Carbs weapon. It has a slightly higher min damage and wound.

Other than that, these two carbines are nearly identical. Same speed, damage, accuracy, and SAC caps.

In my opinion thebest carbs are in fact looted. Assuming a good slice the proton carb seems to outdamage almost all. Its kinetic soit doesnt see the PSGs most players have. However this one is forMBH only.

The second best, and some might argue the best, is the BOLA. The bola(an MC only) carb has a high min damage. This means that with a damage pup it will generally outdamage even the best of the krayted elites etc.

What crafted weapons do have though is lower SAC. The bola has 85, the striker has longer range but a SAC of 100. Not sure what the proton has. Crafted carbines I have seen as low as 73 SAC.

My current tactic in PvE isto usea macro of ranged and placed shot firing a damage pupped bola every few seconds. These two shots are low action so one never runs low and hit for around 600 damage every 1.5 secs. One would use leg shot and perhaps rapid fire for a higher damage version with a SAC pup and some action food.

The Proton Carbine is Energy Damage, with 90 Cold Damage with 85 SAC. The Bola is alright PvE, however...even with the higher min I believe a capped out E11 Carbine would be better off. It would also have 12 less SAC then most Bola's I have seen around that have 85. But again, the Bola is quest loot so it is essentially "free".

Now if you're asking what would be the best kind of Carbine against a Jedi? Well...it all depends. If there is a Jedi with a belt on Iwould say, again...a capped out E11 Carbine, mainly because of the higher min damage over the Elite. If the Jedi does not have a belt on and is most likely wearing a PSG its up for questioning. Most Bounty Hunters will tell you a capped out Czerka is good, but I've found my 720 Kinetic / 175 Acid damage Nyms to be handling Jedi even better. The best part about the Nyms I've noticed is when the Jedi pops wafers or synthsteak...this is when it makes the big difference. Elemental Damage is no mitigated by those foods, so it hits for almost 150 more damage then the Czerka does on a Jedi under the same circumstances.

Again, most of the time it's how you play your template and use what you got. For PvE I would suggest the Bola, Elite, or E11...all three can be pretty good. For Jedi hunting it's mostly going to be the Czerka or Nyms, because I have rarely been on a bounty wearing a belt and not a PSG.

Good advice.

Any respectable Carbineer worth a single credit will have:

A good energy carbine.

A good kinetic carbine.

Energy Carbines? Well crafted Elite and E11 Mk.II's top the list by miles upon miles. However, they can be quite expensive. There are decent lootable Energy carbines out there, but they can't touch the performance of these 2 craftable carbines. However, the Proton Carbine is still pretty nice since it is easy to acquire.

Kinetic Carbines? A good Czerka is fairly affordable and decent on performance. But, if you can acquire a capped Nym's Slugthrower, that's better.

The main thing is what your character can get.
