Is this loot or an Enhanced E11? The damage looks like a Laser but the bleed is like an Enhanced E11......
Personally a Health Bleed is a waste of time in nearly every combat situation, but (assuming this is unsliced) the weapon is good.
Just to be very cynical, I doubt this gun really exists. Given the screen shot does not show the gun itself, it seems like somebody took a screen shot of a laser carbine, a enhanced E-11, did a little picture manipulation, and came up with the gun. I doubt it is a coincidence that the bleed is exactly the same as an enhanced E-11. (At least I think it is, I don't remember the bleed of an enhanced E-11 off the top of my head. Good idea to fake an item,as it makes it hard to detect photo manipulation, by the way...
Then again, it could really exist, and I could just be wrong.
Could be looted from anything from a ST to a Nightsister to a Rancor to a Krayt 
It is all a random pull from a huge Loot Table with modifiers.....

Actually if you must know, I got it selling an item to a merchant. Igave a smooth stone to a vendor in Bestine that I got from the Tusken Executioner. If anyone on eclipse wants to see it in a trade window they can. It does exist, all i want to know is if it is worth anything, as I am not a carbineer.
