What is the best way to lower SAC on my carbine. I seem to be losing action faster now and was hoping that lowering the SAC on my carbine would help. Any advice would be appreciated. Thanks.

Depends... if you want to keep using the carbine, there is only one way: use a sac-reducing powerup.
It will reduce accuracy and will reduce action costs. Depending on the SAC of your current weapon, a newly crafted one with lower SAC might also be an attractive alternative.
