It's lake the 60% off sale at the shoe store. If something costs $10(speed 10), after a 60% price cut (+60 speed modifier) you only pay $4 (4 speed). Hence, with the minimum speed cap at 1, the best speed you might want for a gun at master carbineer would be 2.5 which is reduced to 1 by modifiers. So the formula for final speed is

(Gun Speed) x ( 1 - Modifier/100 ) = Actual Speed

Yesi also would lke to see a DXR6 Kryat carb, i think it would be an awsome gun.
