Yup, due to the fact that he still is the person to go to for the DWB you need to click the right response to get him talking, something about him looking tired or overworked (along those lines). While speaking with him, don't respond with any overly happy chats and you'll get the missions.
The weapon is tradable, I only have one ROTW account active atm and was able to give the gun to my main (not ROTW enabled) along with the armor.

Are these quests one time deals. Or if you deplete your gun down you can run them again?
