See my post on the Bounty Hunter boards regarding how speed and accuracy mods translate to damage. Title of the post is "Are speed and accuracy mods worth it?".
In short, the modded speed depends on how fast it was when it started, in this example, I will use a base speed of 1.9.
If your base is 1.9, and you have a speed bonus of 120, your modified speed will be 1.150.
if your base is 1.9 and you have a speed bonus of 105, your modified speed will be 1.179
This is a difference of .029, this means you would have to take 34 shots, with your modified speed of 120, to be one shot ahead of the guy who has a speed mod of 105.
For me, it's not worth it. Most fights on a single NPC don't last 34 shots, and if it does, you are going to be in need of some health. Sink the points into combat medic or something.
