You might want to go look at my post with all the weapon stats.....the Proton has the highest DPS by a small fraction.
And this doesn't concern the existing Level 54 Carbines, but the fact that the Laser will be a Level 22 Carbine when it is soooooo much more on LIVE.

Just to let you all know, voicing your displeasure on this in the appropriate public threads is greatly appreciated.....I am taking it up in the Corr Forum but the more it gets posted in the proper threads the better chance we have of being heard. Please do rant or flame, but simply state the problem of converted Lasers doing half the DPS of lesser quality Elites.
My suggestion in the Corr Forum was to swap the relative power/stats of the Slugthrower and Laser. At this point it is totally unacceptable to me for a weapon that a Carbineer and even BH uses a vast majority of the time basically become a Novice Level Carbine.....we will all be outcombined BILLIONS of credits in this scenario. Not that weapons don't need balanced and other profs will be getting nerfed harder than us, but there is no logical reason for SOE to move the Laser Carbine down in level so much.
Well I got the answer to the Laser Carbine on the Corr Forum, but here is a public RED NAME post on the subject (well that is my post in reply to the Dev post)......Dev response to this problem was so quick my head is spinning...

#1 it is about the majority of players, and not even you can say that a majority of people have a better Elite than Laser.....the goal is to "hurt" as few as possible, but "hurt" isn't the right word, this is just a GAME afterall.
#2 the Elite and E11 Mk.2 are not leaving the Master Box because they are Star Wars Icons.....so those two will continue to be the top tier for Carbineer at Level 54.
#3 it has already been decided by the Devs that the Laser will become a Level 50 Carbine, which is up from Level 22 and one tier down from the Master Level.
#4 I would expect a new or existing Carbine to fill in the void that the Laser has left.....but I have no idea what they will be putting in the mid-20 Level range.

This conversion thing sux.
My sliced kraytlazer converted from a 430 max to a 760 max (which is actually more than I was hoping for). But then I went and bought a clean one of Posli's vendor, and it was a 740 max. No slice, no tissues, and only 20 points less damage. Same costs, distance and elemental damage too. I guess I'll be getting my ADK back after all....
