You wont be able to do much with a profession that does not target the mind pool no offfense.... My alt is BH with Carbine and Pistol lines with 1404 carbineer and 0040 pistoleer you get the KD mind target the genosian sonic blaster that does stun damage. If you are lucky you can loot some mind fire/poison geno pistols at the caves this is the only way carbineer will really work my opinion.

This is how i usually use carbineer in pvp. First stun the opponent with confusion shot and dizzy them then blind them with full auto area after that i use fire knock down and spam eye shot on them while they are on the ground i apply dots i repeat this.

its really not worth it to PvP as a carbineer right now. everyone that does PvP is a fencer/rifleman/cm.... or some crazy combo of professions. given that carbineers have speed problems and no good defences it is hard to win PvP against the rifleman. then fencers have great defences against all our states and once they get in melee range they get a 2.5x accuracy bonus against us allowing them to land their states instantly and then we are on the ground dead. but PvE is a completly different situation since we have AP 2 and tactics to our profession. i found i can easily solo anything under 75k HAM that doesn't have 100% resists and i can kite.
