I did the math, using a 33% min/ 16% speed powerup makes a very very small improvement against someone with ranged mitigation III (we're talking like 6 average damage), but you take a significant hit when fighting someone without mitigation. But then again I'm hitting the speed cap because I'm a BH, so I suppose if you're just a plain carbineer the 16% speed might make more of a difference.
