You're forgetting about damage mitigation and underestimating the effectiveness of armor.
With 60% damage mitigation that DH17 gets reduced to 84-221.6 damage @ 1.0speed. That's an average of 152.8 damage per second at Armor Piercing 0. Against someone with an armor rating of 1(composite), this is bumped down to an effective damage of 76.4 per second.
The same damage mitigation on my Elite Carbine would reduce it to only 210-236 damage @ 2.6 speed. (this is using the numbers with the powerup) That's an average of ~86 damage per second at Armor Piercing 1.Against someone with an armor rating of 1, it beats out your DH17 in terms of damage per second.
If the person doesn't wear any armor, the numbers are slightly different... your DH17 would hit for 152.8 DPS, while the Elite Carbine would only hit for 107.5 DPS, so in that case yours would be better. But really, how often do you see someone go intopvp without armor? 
And yeah, lower damage mitigation stats would change it too but I'm lazy and didn't feel like calculating the rest.
