Using Eisman's awesome Spreadsheet calculator, it boils down to:

Weapon DPS Light Armor & Mitigation 3

Elite 1103 300

Laser 717 199

This is with no speed SEAs. At +20 Carbine Speed in SEAs, your Elite still has higher DPS in general and against PvE and light armored (without ranged mitigation) targets, but the Laser becomes better (387.75 vs 398.90) due to its AP2.

Unless you have +20 in extra speed, therefore, use the Elite.

P.S. - Remember the other night when you were spanking Kassus and myself in AH? Kassus founded the guild and then was ousted by the 2nd in command for being a griefer. The guild folded 2 days due to not enough peeps. Found a much better guild as a result, so all things worked out in the end.
