OK i spent 20 minutes killing tuskens in the fort and below in those caves and I couldnt find an overseer.
I even used tab to cycle through all the mobs and couldnt find him, is it a limited spawn or will he only appear under certain conditions?

I've seen him on a few occasions either after a server reset, or as part of a large re-spawn after the base has been cleared. I used to grind carbineer there and I remember killing all the tuskens in the fort with a group and nailing the respawns for an hour... and then the overseer would spawn and we'd run out of there screaming like schoolgirls. =-)
Just gotta get lucky or be patient... I'm camping the fort myself to try and get a stone.

Im at the fort right now...what part of the fort is he in? caves or fort itself?

I keep going back and the Overseer isnt there, which is getting to be a pain as its kinda far out. Would anyone be willing to sell their Lith Carbine? I collect carbines and this one is being elusive...

Haven't had time to play much... still no luck on this. I've killed the overseer a few more times but keep getting either nothing or the tusken head.

OMG. you are/were the mayor of Nabubu?>!?!!
I was part of nabubu during SWG's pre-launch days, back when Explorer was still a profession! Ever since I started, I wondered what server you guys where on so I could rejoin my lost guild. I remember you guys had a strict application process and I said that I wanted to be a Rebel. However, someone told me that you guys were neutral so I said fine I can change and the fact that I was willing to give up my beliefs for the guild got me in!
