I was fighting tons of Sith Thugs today doing the FS Quest THREE times and found absolutely no evidence of an Action Only Armor Hole on Chilastra.
This is not something that could possibly slow down JTL, so we have plenty of time to diagnose this

Well after spending many hours in a group of 4 fighting 3 FS Quest Sith Camps.....we all got hit at random times, less than 5% I imagine, for huge amounts of damage in a random pool.
At least on Chilastra I can't find any evidence of anything significant enough in any pool, let alone Action Only, to warrant any time taken away from the Combat Upgrade.

There has been odd times when I've taken a severe action hit wearing the minimum boots, chest, gloves and helm. I just thought it was an attempt by the developers to actually make the other armour slots worth wearing. It doesn't happen very often but now and then I'll take a large hit to action and no other HAM pool.
I figured that the armour hole arose while trying to fix this "creative loophole" in the game. So i did some testing and on Radiant without leggings the armour hole seems to have all but dissapeared. Although with the leggings on i am still being armourholed on my action very steeply.
Since i noticed this i have yet to armour holed on any other pool, or at all when wearing just legs. But like TA said since this really won't delay JTL we have alot of time to diagnosis this. The

maybe they fixed armor so you need pants bracers and biceps
try just equipping a helm boots chest and gloves which supposedly gives full body protection in PvP and PvE and fire some legshots on those people
just a suggestion

try actionshot2.
it simply raped my friend's action pool, and he was wearing a full composite suit.

Happened to me on Scylla.
Taking little bit of damage, then suddenly 600 damage right to my action pool.
Wearing armour, good condition, buffed.
Just a hole, no doubt.

No, don't fix it! This is sweet, all I gotta do is land my action poisons and watch them squirm to the all powerful action shot 2!!
EDIT: I bet the person that 1 starred me could never have the balls to do that in real life, or evenadmit toiton these forums.

I one starred ya, more on principal though. Personally I would have initially ignored the "keep the game broke so I can win" comment.

Obviously a bad joke if it got one star.
Tried some scattershot's against a friend, fired off about 40 of them, armour hole didn't seem apparent at this point, although legshot was still affected by this. But what i feel is important is that the action armour hole is only there if you are wearing leggings, if you take the leggings off and just wear boots then it is not a problem.
