I have encountered the same problem grinding rifle, the only thing that I found fixed it was to switch weapons.

Try using a different carbine, I had to cycle through 3 rifles because the problem was happening with 2 of them.

When this happens to you (1 xp per kill) check your weapon's durability. I've noticed that whenmy weapon hits the lower ranges I'll get smaller and smaller amounts of XP. Repairing or replacing the weapon will give you xp again.
