You have to add General Speed to the Weapon Speed.....your Carbine Speed for that template is +70 and as said above, SEA's can get you +50 more.
do the force combat points in things like general ranged speed add on top of your +25 in aa/ca general ranged speed or does it jsut reduce the amount of aa/ca tapes you need to hit the +25 cap.
example
Force Combat Prowess
General Ranged Speed0300 which gives +3 for each lvl so total of + 9 GRS
does that mean i would have +34 GRS if added to the +25 aa/ca's i have already or am I looking more like
+16 GRS in ca/aa and +9 in Combat Prowess General Ranged Speed to hit the +25 cap
Please Advise

You can have +25 in any attribute from SEAs or Bio-engineered clothes. FS skills add to your attributes just like regular profession skill boxes. In other words, yes, if you have +9 general ranged speed from FS skills you can still add on +25 general ranged speed in the form of SEAs.
