Why isn't Merchant a "basic" profession like Politician or Pilot?

Why isn't Novice Merchant able to be trained Novice Politician or Pilot?

I think it would be great if anyone could spend the 15 SP needed to get Novice Merchant and have a vendor. Right now I would need to spend 35 SP. Seems a wee bit silly. And with the changes to Merchanting coming it would make a lot of sense for homeowners to be able to put vendors up. I think it would end a lot of the griping about 6k max sales and 25 items on the bazaar...
