We now have an official statement about Items (Weapons, Attachments, etc) that will be affected due to the CU/RB.
What's going to happen to all the existing items?
- We are going to convert all existing itemsto what they need to be. In some cases, the functionality of an item no longer exists, so we will adapt it to make it useful under the new system. Stims (Stimulants) fall into this category. Many of you are concerned about weapons. In many cases the speed and damage values of your weapons will change. As part of the conversion, we are maintaining the scale of all the weapons across the servers. This means, that if you had one of the most powerful weapons on the server before CU, you will still have one of the most powerful weapons on the server after CU. Though it is likely the stats will have been altered.
With this information, I believe we can safely assume the markets aren't going to change very much for items. Discussion?
Incidentally, the full post can be found here:

There's a whole lot of broken attachments in-game, how are those going to be migrated? Are they finally going to get rid of them so they don't keep dropping as broken loot?

My assumption (After all, they sure haven't fixed some of these since they were first put into circulation) is that with athe "fix" of Specials and Professions, the Mods will be fixed as well. Unfortunately, no information on THAT subject at all.

Well the title of the thread included attachments in the CU.

Yes, it does - Because of the following portion of the quote: We are going to convert all existing itemsto what they need to be.While it doesn't specify HOW they will converted, ALL item will be converted. Which means, we can still buy things with little to no fear of them being made totally obsolete.

Yeah but my specific question was about those obsolete attachments.

I wonder if the use of dot will be added to the self-hurting costs of using that weapon.

That remains to be seen - I can think of several ways to implement DOT in the new system. Since Health will be the "only" attackable stat (so they say), DOT would gain value of being able to lessen the "special" producing stats, action and mind. While it wouldn't incap or DB your opponent, it would reduce them to normal style attacks instead of Specials. Depending on the "level" of Action and Mind (Remember, we only know Health starts at 1000, and caps at 3000 as of this point), DOTs could become even more important than they already are...

The devshave yet to specify just how manufactured or looted DOT (damage-over-time) weapons will be treated. As many combat players feel that DOTs cause an imbalance in PvP combat, there is always the possibility that such weapons will have their DOT capability removed, lessening their perceived economic value.
