Does anyone know of a business that sells Town Hall Deeds?

What server? did you post this on your galaxy forum? That seems like the best place to start :-) Maybe even the architect forum, or the city and housing forum, or the politician forum. Those are all a lot better places to look that business & economy. I would start at the galaxy forum though, since its galaxy specific.

City halls are made by architects.

I'd recommend contacting the local architects or posting a WTB ad on your servers trade forum.
