Okay, how about this:

Re-locked containers. They cannot be deleted or dropped by anyone but the person who locked it, and the person for whom they are locked. They cannot be traded except to or from a smuggler. When they are locked, using some kind of key low level artisans can make, or archetect novices, the person locking it enters the name of the person for whom the container is intended. The system then verifies that name exists (to prevent disasters) and then locks the container, renaming it for the first name of the recipiant. Trade to a smuggler, and that smuggler can then make their delevery run.
