dont see it anywhere on there, so im guess no certification, there are a couple of other weapons with no certs either, these weapon are sometimes loot and come with a good DOT, meaningjedis can use that to apply DOT during combat.

Look at the bottom left corner of that, it says weapon certification, my regular character is Bounty Hunter, and he's certified for it, and he has no brawler.
So you should be certified for it.

i think it might depend on the type of species you are, just a suggestion, no idea actually

I don't think so, I think it's all the same with all species, the only species (from what I know) that can only weild a certain weapon is wookies with the bowcaster.

Nope, don't think there is a cert for stone knife but on the other hand you wouldn't want to use one properly. The best kinetic damage output is likea good dagger - but for Dots it's excellent. At the moment I am Pikeman/Fencer and use them to "revolver" DoT a target to blow out their mind. 
Last time I used them in PvP my opponent mocked me for using them... But more fool him I say! After 3 minutes his 1800 mind bar was history
