ive gotten about 4 of these in my travels and it was my impression they are useed by dropping into socketed clothing....and the first 2 i got worked great i dropped them right into unused sockets..

NOW the last 2 ive gotten wont drop into anything ! doesnt seem to matter if there any other skill up items on the cloths or not....and yes the cloths im trying to drop it in have open sockets ?... what gives is it a bug or are these made to only go into certain items?...they look just like the other 2 i used ...it really bites because these are nice one is 3 to 2 handed damage and one is 5 to block 3 ranged defense and 1 to counter attacks with 2 handed weapons <--- best one ive found yet =(

try dropping it into open sockets on awep when you are crafting it

How do you get these items? I have yet to find one.

Do they look like rolls of tape or plates of armor?

The rolls of date drop into clothes with sockets. The plates do not work right now (maybe fix in the patch).
