I am wondering what impact the speed modifiers actually do?

An example: The total bonus to speed is 65 I believe, but what does that mean. If I have a twohanded curved sword with speed 2.6 does that mean I will hit once per second? How does that also figure intoa 4.4 speed power hammer?

This applies to all melee professions.
