The speed you swing at is:
Then speed is capped at a minimum value of 1 second.
Each special has an applicable delay multiplier that makes the move go slower. But at very high speed bonuses 95+ it nearly impossible to not hit the speed cap of 1s. This can be a problem when, for example, riflemen can get a 95 bonus and can fire faster at times than classes that have faster weapons but lower bonuses.

Can you explain where those bonuses come from, such as the special bonus, what is that? Is it the bonus you get from skill tapes or from skill lvl's in the profession? Thanks

Never mind, I think I got it now. The special modifier is like you said, attacking a rifleman who is prone or what ever the "situation" dictates. So the special modifier is situation based where the other is your attachments and skill levels. Thanks.

No, well no not really. So for example with the unarmed line you have different special attacks such as Unarmed Lunge 1, Unarmed Stun, Unarmed Hit 1, etc. Each of these has a different "multiplier" that it multiplies the delay of your attack by. You can find information on the values for a lot of these multipliers on the individual elite profession boards.

How do you equate your +35 speed (whatever) into actual weapon-based speed?
What are the speed caps for each melee type? By cap I mean the weapon will not swing any faster, no matterhow fast you get it sliced, or how much skill you have. The game is designed not to let them move faster, so that's it.
I THINK they're unarmed (knuckles) .5, 1-Hand 1, 2-Hand 2, and Polearms 3.
Could somebody explain how your speed bonuses are added to weapon speed to determine the final numbers? Thanks! ~J

By the way, the way that they use AP and AR in that topic are probably not strictly correct and that is not what is intended. Armor piercing is intended to never give a bonus for lower armors but only to prevent a penalty against higher AR's. We'll have to see how this evolves.
