When I use this trap, it certainly procs correctly: I see the text "Melee Defense Down", so I know something is working properly. However, I am most definitely not doing any more melee damage after using it. Is the trap's effect broken?

I could be wrong, but I always took that trap to be a "To hit" bonus, not a damage bonus.

It should be a "to hit" bouns.
Too bad "to hit" bouns is bugged for meelers. It starts at -5 from meele range, and I have not seen it change to wire mesh traps.

even if it is a to-hit bonus, i'm not seeing any difference.

what you're noticing is a natural variance in your unarmed damage. i earned enough crafting xp for domestic arts 1 chucking wire mesh traps (FYI, that's no less than 100 traps thrown), so i've been watching my combat spam pretty closely, and i am very much aware of what my character's natural minimum and maximum unarmed damages are. spend some time watching your character to see what the absolute maximum damage he does it without using the trap, and then check damage after using it.
that said, i suspect that the others are right, in that the trap affects accuracy. however, that silly little accuracy mod never jumps above -5 when in melee range. interestingly enough, i started running away from the mobs to test this theory; you'll notice that the number gets as high as +10 or so as the mob approaches you. even in this case, the modifier wasn't any higher than usual, so i still question whether or not the trap is actually doing something for me. i'd really rather have a straight answer from someone who knows than parsing endless stacks of combat logs.
