asked this a few times, got answers to other parts of the questions, but no one ever answered this
what does base effectivness do? most armors have this stat. Im aware that kinetic, and blast effectivness block half the dmg then an aditional % (whatever the number is), but what about base effectivness. how does that factor into dmg reduction?
