When I hit some kind of critter with it, it doesn't seem to make them lose a round of combat or anything.

I'm not sure exactly what it does but I suspect (from it's effect on me) that it reduces the probability of specials successfully firing. What i mean: when a creature stuns me my specials sometimes do not work when used. However, I have no hard evidence to this conclusion so, belive it at your own risk.
