Another place you may want to try is the Narglatch Cave near Moenia. It's usually empty, since few go there, and the kitties are easy enough to kill and provide decent xp for that level. For a quick 15 minute excursion, it's pretty good.

A normal Quenker is level 23, I believe. You should be able to pull them from theterminal, they're one of the lowest difficulty rating missions. Yes, they spawn randomly as well, all over the planet.

Dire cats from Correllia, the payout is like 2200 are pretty good also. Dune banthas from Tat give about 1k xp per and don't swarm, so you can fight one at a time.
