Do ranged accuracy modshave the same effectas specific weapon accuracy mods?? (i.e. would a +10 ranged accuracy mod have the exact same effect on a carbine as a +10 carbine accuracy mod would???)

The general ranged accuracy bonus applies to any ranged weapon. The Carbine one would apply *only* if you use a carbine. Other then that, they work the same.
