What is the minimum stats I would need on enh power cells to be able to get an elite carbine to the dmg cap of 1063 max dmg along with 400+ min dmg? Also what does the speed and attack cost need to be along with the max dmg to make the best elite carbine that can be made?

Of course it depends on the resources available on your server but around 175 dmg power cells should be enough. If you use pre cu stock with -20 SAC and experiment on SAC on the power handlers it should be enough to CAP the SAC at 73. Then you can put the rest in speed. Use a looted scope also to make speed faster, but make sure it is not bugged and change the dmg type of your weapon.

are they worth anything

i got a stack of six with the following stats

max dammage: 177

attack speed: 0.79

attack cost: -8

I just sold a set that was -11 damage, and -2 attact cost from what you have. And I got 8mil for them. I'm on Eclipse.
