OK Whats more important on a rifle min damage or speed?

pupped and sliced Ive had a rifle made up which gives me the following stats:-

Advanced Laser Rifle

Speed 2.7

Damage 689-1361

acc 16

wound 14.95

SAC 82

the DPS is REALLY low 380.29 base

Do you think the min damage on this will make up for its slow speed? Is this a good PVP rifle or should I look at more speed?
