If they don't move, you can wait out the seeker and send another one. They always seem to move after the second one.

I find it depends upon what planet they're on ... the oddball planets like Endor, Yavin IV, Lok, and Dath the marks tend to hang out near the edges of the map. (or move away from cities!) The other worlds, they still move like normal.

It's a timing thing and it's random. The fastest I've ever had a mark start moving was about 4 minutes in, while occasionally I've had them sit tightfor 10 minutes +. As a rule of thumb if I am able to get to the WP within 5-7 minutes then I'll catch the mark there, if not then I'll wait at a starport and throw out a seeker about 5 minutes in.

As far as direction goes, this is covered pretty extensively in one of the BH threads...maybe the 'how to not lose your mark' thread above...But as a summary the marks will always move in a straight line, not always toward the closest NPC city (fyi it's not just toward starport -- they head towards Belle Vista alot on Cor), but normally toward a NPC city (exceptions or Lok, Endor, and I think Yavin 4).
