What does stun and dizzy attacks actually do and what effects do they have?

slightly lowers thier defenses and speed. Nothing major but every little bit helps I guess.

Dizzy allows you to hit for slightly more damage. In a close fight, it can make the difference.
Trouble is, I can't get confusion shot to stick.

Knock them down before applying it. You'll have a much better chance to stick. For example, you can stick Blind almost every time.

also....didnt do any specific tests or anything.... but it seems the target (NPCs anyway) are easier to KD when dizzied/blinded/stunned

stun is SUPPOSED to stop your action regeneration--if this ever does get fixed im sure it will be changed to a debuff on action regen rather than stopping it all together--imagine--see action low--hit with stunning strike followed by KD and the guy wont be able to stand up and you can wail on him no risk.

When read the "stun" state icon on a target it now says "slightly reduces accuracy and defense." I think they scrapped the stop action regen idea.
Just an FYI

For Rifleman, Improved Aiming + Duet Pyro + Dizzy State + 1184 max dam rifle = a hurting defender.
